Thought I would clear up a few comments made here and on the list where I posed the same question about my Lite Steam-A-Seam 2 problems.
The directions on this fusible says to; 1) Trace applique design in reverse on paper liner and then remove second liner, 2)Stick Lite Steam-A-Seam 2 to wrong side of applique material, 3) Cut Lite Steam-A-Seam 2 and material together along traced lines, 4) Peel of remaining paper liner leaving the web on the fabric and stick applique to second material, 5) Press for 10-15 seconds for cotton fabric.
As you can see you are not supposed to use an iron for the first part as it is supposed to be tacky and stick. The fusible does stick to the fabric but the top paper liner with the drawn applique shape wants to slip off right away just leaving my applique fabric with the sticky fusible on it but no lines to use for cutting after the paper has come off. I am still mystified as to what to do.
I did go to the Warm & Company website and they had the same instructions. I did notice they have some fusible called Lite Steam-A-Seam and wonder how it is different than the one with the #2 behind it. Reading the web page didn't help as it pretty much said the same thing about both.

I go ahead and lightly iron the steam a seam when I am attaching it to the first fabric. Then I cut out the design, remove the paper and fuse to the second fabric. This has always worked well for me and I really like Steam-a-Seam lite for fusing appligue.
Lite Steam a Seam doesn't have the second layer of paper that #2 does.
I've never gotten the stuff to work. I draw the design on the paper. I cut out around the design, lightly iron it quickly to the fabric, cut out the design on the marked lines, peel off the paper and fuse it to the fabric where it should fit.
My horse pieces kept falling off until I sewed around the them, but the edges are fraying.
I just bought 606 which is a spray that is supposed to be a fusible. I haven't used it yet, but will let you know how it works.
It says in 'Barnyarns' quote -'Lite Steam-A-Seam 2 is unlike any other fusible web. A pressure sensitive coating on both sides of the web allows it to temporarily stick to the applique material, then adheres the applique piece to the background. The entire applique stays in place without shifting and is re-positionable until pressed with an iron. It is even possible to try on a garment and reposition appliques before fusing for exact placement.'
Could it be that you are drawing on the wrong side(paper). Perhaps the original one might be better - quote -'The original, Steam-A-Seam Lite sticky back, has the pressure sensitive adhesive (the "stick") on one side which allows for a temporary hold to the appliqué material. It shifts easily on the second material allowing you to quickly reposition your appliqué pieces until pressed with an iron for a permanent bond.' Hope this helps.

I'm not sure about all the differences in the Steam-a-Seam products, so the one I use is Steam-a-Seam Lite 2 -- it has paper on both sides. I usually pick it up at our local Joann's. I begin by adding the drawing to the paper, then remove one of the sheets and lightly press to firmly adhere the remaining paper/fusible to the fabric (I've never had much success with it just sticking on its own), cut out the design, fuse to the second fabric (being a little more enthusiastic with the iron this time) and then remove the paper. I've done a lot of fusing this way and I really haven't had any trouble at all.
I've used Lite SaSeam 2 and have found if my fabrics I'm using have not been prewashed, the adhesive is sometimes 'iffy'. This does not answer your questions, though. But yes, many times, that paper does slide off too quickly. I usually touch it very lightly with the iron for the first part of adhering.
